I don't know if this is the same issue, but...
My webcam worked in 8.04. Now I've upgraded to 9.04 and it doesn't work. lsusb shows 041e:4034 Creative Technology, Ltd WebCam Instan, and /dev/video0 exists when the camera is plugged in. Skype says no devices found. Camorama shows a black image with some interference like lines across it and says unable to capture image. Adobe Flash Player 10 shows an image that looks like a corrupted image file. So it's trying to work, it knows the camera is there, but something is not quite right.
