The menu is not solely used for shutting down though. It is also used
for switching users and changing IM status - so, theoretically you
cannot count the first click, as you might have clicked the menu for
something else first, then accidentally shut down.

As already pointed out (twice) - you can just disable the behaviour if
you don't like it.
