IMO it should be assigned to whoever left it out in the first place!
Even if they don't program anymore. :)

Seriously though, one little background/text combo got left behind and
no one is stepping up to fix it? Does everything with evolution need
upstreamed? Has this been upstreamed?

Is it fixed in 9.04 for final release?
