There are more files that would cause the same problem:

sudo dpkg --force-all --install /var/cache/apt/archives/kdevelop-data-kde4_4%3a3.9.91-0ubuntu2_all.deb
(Reading database ... 460626 files and directories currently installed.)
Unpacking kdevelop-data-kde4 (from .../kdevelop-data-kde4_4%3a3.9.91-0ubuntu2_all.deb) ...
