ah, that's the reason why the prerm fails.
Question is however, why haskell-utils is not executable (the file in the haskell-utils package is executable). Did you manually change the rights there, or do you have /usr/sbin mounted with noexec?

I guess you could try to reinstall haskell-utils, and see if it's then executable...
(apt-get install --reinstall haskell-utils)
