Public bug reported:
Binary package hint: kexec-tools
By having both dpkg conffile and maintainer script handling of
configuration the kexec-tools package is in violation of the Debian
Policy. This will trigger different behaviour from apt-get install and
dpkg -i installs of the same package.
We should strip out the static version of the configuration file from
the package and use the maintainer script versions.
