The kompozer-dev package still contains /usr/share/aclocal/nspr.m4:

  $ dpkg -l|grep kompozer-dev
  ii  kompozer-dev                                            1:0.7.10-0ubuntu6                         KompoZer development files
  $ dpkg -L kompozer-dev|grep m4$
  /usr/share/aclocal/nspr.m4

If I understand this correctly, configuring with --with-system-nspr is not enough, the installation of nspr.m4 should also be removed from debian/kompozer-dev.install
