[Bug 413065] [NEW] prepare for custom templates

Binary package hint: bugzilla

custom templates (http://www.bugzilla.org/docs/3.0/html/cust-
templates.html) should be better supported out of the box.  One way
would be to create a directory /etc/bugzilla3/sites/$sitename/custom and
make a symbolic link to it from
/var/lib/bugzilla3/bugzilla/data/template/var/lib/bugzilla3/template/custom.
Some more thought needs to go into how to support multiple bugzilla
instances on one host.
