Please sync cowdancer 0.58 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
The "Explicitly use bash as SHELL, the package FTBFS on dash", patch
has been included upstream.

The "Fix test_qemuarch.c test" change can be dropped as lpia will not be 
supported in lucid.

  * support --debbuildopts for cowbuilder (closes: #548209)
  * add debug message so that what's happening is more obvious.
  * make qemubuilder create output more descriptive error message on
