Thank you for taking the time to report this bug and helping to make
Ubuntu better.

It appears that /tmp/ubuntu-9.04-desktop-amd64.iso.torrent wasn't
writable on  your system, so I'm not sure if this is a Deluge error.
Does this happen for other torrents that you try to add?  Do you have
write access to /tmp on your filesystem?
