[Bug 494299] [NEW] Xubuntu Menus are Missing

Public bug reported:

Binary package hint: xfce4

Some applications such as Bit Torrent cause Xubuntu(and Ubuntu)'s menus
to disappear. This can be fixed by typing "xfce4-panel" on a terminal,
but isn't save unless one saves session; if you host multiple users,
this won't work when you switch users.
