>From a fresh install of ubuntu, I installed the entire opensc/openct suite ( libopenct1 libopensc2 opensc openct pcsc-tools pcscd mozilla-opensc libpam-pkcs11) and none of these things work without sudo because:
$ piv-tool --serial

I worked around this by chmod a+rx -R /var/run/openct/, which solves the
problems but I imagine introduces some security risks.
