I don't see how lirc could hang javascript-common setup. javascript-
common postinst script restarts apache2 may be the restart of apache
failed.

If you're able to reproduce the hang, then provide the output of the command
$sudo sh -x /var/lib/dpkg/info/javascript-common.postinst configure
