I had the same problem as KeithFisher in comment #3. Performance of my WinXP guest was bad when using dual CPU instead of one.
Workaround at http://forum.virtualbox.org/viewtopic.php?f=7&t=24959#p114432 helped me. I lost benefit of ACPI and multi CPU, but WinXP is running faster than before using workaround.

Used SW:
Ubuntu 9.10 amd64
VirtualBox 3.1.2 OSE
guest: Windows XP SP3
