[Bug 499662] [NEW] unify text files to UTF-8

Binary package hint: fortune-zh

   1. /usr/share/doc/fortune-zh/README.Debian is encoded GB2312 while
      majority of other text on Ubuntu are UTF-8, including the fortune
      files in this fortune package. I think it should be unified to UTF-8
