[Bug 500028] [NEW] checkmp3 processes other files than mp3

checkmp3 is not very choosy about the files it processes.
I fed it with an *.mpg video file not containing any mp3 audio at all.
It just tried to find frames, endlessly throwing warnings for a minute or two.
Well, that usage might also be considered as a case of pebkac, 
but this behaviour might become a nuisance if one ever wants to use 
checkmp3 on a server to check uploaded files.
