Please sync clearsilver 0.10.4-1.4 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
The package now builds fine with python 2.6

clearsilver (0.10.4-1.4) unstable; urgency=low

  * Non-maintainer upload.
  * Python 2.6 transition (Closes: #557794):
    + debian/control:
      - Build-depend on python-all-dev (>= 2.5.4-1~).
    + debian/rules:
      - Include /usr/share/python/python.mk.
      - Use py_sitename to determine correcy installation directory.
