[Bug 332238] [NEW] Building against apache2-prefork-dev would allow mod_php5 cohabitation

Public bug reported:

If you  built mod_passenger with apache2-prefork-dev instead of apache2
-threaded-dev, then it can be installed along side non-threadsafe
modules like libapache2-mod-php5.  This would be a very common
situation.
