[Bug 315226] [NEW] arpack missing from intrepid repository

Public bug reported:

Arpack seems to be completely missing from the intrepid (Ubuntu 8.10) repository:
http://packages.ubuntu.com/search?keywords=arpack&searchon=all&suite=all&section=all

I believe what has happened is that it was taken out of the universe
after it started using a free license, but was never added to main.
