[Bug 319692] [NEW] missing manager.d directory

Public bug reported:

Binary package hint: asterisk

The /etc/asterisk/manager.conf file includes the following line, by
default:

#include "manager.d/*.conf"

Which tries to include all .conf files from the /etc/asterisk/manager.d/
directory.  However, there is no /etc/asterisk/manager.d/ directory.

Either the configuration directive should be commented by default or the
directory should exist with an empty file (such as blank.conf).
