[Bug 299358] Re: Please merge preload (0.6.4-1) from Debian unstable

Here's a delta to Debian for the merge, keeping the old patch to enable
idle IO scheduling from the preload binary. As mentioned in the
changelog, we can drop these changes when we get dpkg 1.15.
