Please sync scponly 4.8-1 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
This is a new upstream release and the changes in the previous 
Ubuntu version have merged into Debian.

Changelog since current karmic version 4.6-1.4ubuntu1:

scponly (4.8-1) unstable; urgency=low

  * New upstream release 4.8 (Closes: #490654, #430983)
  * Fix FTBFS (Closes: #504826)
  * setup_chroot.sh now creates /dev/null inside the chroot jail
    (Closes: #394132)
  * setup_chroot.sh now copies /lib64/ld-linux-x86-64.so.2 if it
    exists (Closes: #400905)
