This looks like an emacs-snapshot problem rather than an nxml-mode
problem.

Dependencies.txt does not indicate you have emacs-snapshot installed at
all (and the emacs22 dependency looks kind of weird as well).  Can you
follow up with a report of which versions of these -- and dependent --
packages you have, please?
