[Bug 398652] [NEW] static library not linked, dependency not set

Public bug reported:

The package geotiff-bin 1.2.4-3 (Jaunty) depends on libgeotiff but this
dependency is not enforced.  Furthermore, upon installation of library
the library /usr/lib/libgeotiff.so.1.2.4 is not linked to
/lib/libgeotiff.so where geotifcp and listgeo expect to find it, so it
just doesn't work at first.
