This bug was fixed in the package pcapy - 0.10.6-1ubuntu2

pcapy (0.10.6-1ubuntu2) karmic; urgency=low

  * debian/rules: Removed 'export DH_PYCENTRAL=nomove', that caused to install
    the module in '/usr/lib/python2.6/site-packages/' instead of installing
    it in '/usr/lib/python2.6/dist-packages/'. Fixes FTBFS. (LP: #398589)
