[Bug 400206] [NEW] Handle URL's with external browser

Binary package hint: xchm

Xchm should try to load external hyperlinks with external browser
instead.

When click on external hyperlink like http://www.ubuntu.com in a CHM
file, the program renders the page instead of opening it with default
web browser
