[Bug 404311] [NEW] Disable scrollingEyeGuide for gv

Binary package hint: gv

By default, gv has GV.scrollingEyeGuide set to true at the moment. This
is a rarely a help and annoys me more than it helps while reading longer
texts. I suggest to disable it by default.
