[Bug 407168] [NEW] Up the php memory limit to 32M

Public bug reported:

Binary package hint: drupal6

After flipping on a few of the stock modules and setting the admin theme
after a mostly out of the box install I was presented with an error
message:

  Fatal error: Allowed memory size of X bytes exhausted (tried to
allocate Y bytes)

I was able to resolve this using the following guide, which had me up a
memory requirement in php:

It would be better if the drupal6 installer would take care of
increasing this limit automatically (or offer to do it).  If there are
considerations where one wouldn't want to increase it, the script
probably would be better able to make this determination than the user.
