[Bug 382285] [NEW] nvi reports errors on non-ASCII characters when searching

Public bug reported:

Binary package hint: nvi

Ubuntu 9.04 on dual processor AMD64. nvi 1.81.6-5 installed with system.
Problem didn't exist on 8.04lts. Don't know if it existed on 8.10.

nvi reports "Conversion error on line 113; Pattern not found" when searching a file with non-ASCII character in it. Attempts to show the problem line report "Error: unable to retrieve line 113" and it's displayed as a single tilde (~), indicating it doesn't exist.
Less displays the line (line numbering turned on) as:

    113  Subject: [SPAM] <89><93><95><F5><97><E6><8E>q<82>ł<B7><81>B<83>A<83>h
    113 <8B><B3><82><A6><82><E9><82>ˁB
