[Bug 393522] [NEW] empathy tray icon does not change state when state changed in fusa applet

Public bug reported:

Binary package hint: empathy

When changing status from 'available' to 'offline' via the fast-user-
switching panel applet, empathy correctly changes to 'offline' but the
empathy notification icon remains in the 'available' state.  This
appears to be a regression as the behavior in jaunty is as expected.

Steps to reproduce:
1. Ensure that the fusa applet is present on the panel.
2. Open empathy and put at least one account in the 'available state.
3. Observe that both the empathy notification icon and the fusa status icon are a green circle, indicating 'available'.
4. Click the fusa applet and select 'Offline'.
5. Observe that while empathy actually goes offline and the fusa applet status is updated, the empathy notification icon remains in the 'available' state.

Expected results:
1. empathy notification icon is updated to reflect 'offline' status.

Actual results:
1. empathy notification icon remains in 'available' status.
