[Bug 344700] [NEW] fullscreen window won't resize with hot-key & wobbly windows

it seems related to the window sticking to the edges of the screen (i
thing that's wobbly windows, but i could be wrong)

if the window isn't touching all 4 sides of the screen it will resize
fine on ctrl-1,2 etc. otherwise it does nothing.
