I'm using deluge, in Hardy, Intrepid and Jaunty i am not seeing this
behaviour.

Probably your home-DSL router's connection-tracking tables fill up
quickly and it can't process new connections. It's a known limitation of
some of these routers that they can't NAT large amounts of simultaneous
connections...

Try lowering the 'Maximum connections'-setting in Preferences ->
Bandwidth and/or your total active torrents.
