Yes. As I guessed you change the behaviour in the debootstrap. You use
--debootstrap-mirror for changing that not the .mk-sbuilt...url.

Example:

mk-sbuild-lv --debootstrap-mirror=http://us.archive.ubuntu.com/
storagevg jaunty
