[Bug 372484] [NEW] File Launchers with Execute bit set cause confusion

Public bug reported:
When files are copied from USB memory stricks formatted as vfat
(windows 32bit file system) the files all have the execute permission
set.
when dragging any of these files to the pannel, in order to create a
launcher icon, it thinks that the file is a program and brings up a
launcher properties window instead of adding the document as an icon
that launches the default application launcher for that file type.
This happens despite the file type, even pdf and open document files are
treated as programs when the execute bit is set.
I don't know if the flash mount should be fixed, or if gnome should be
more intelligent about how it creates icons in the launcher.
