The problem arises because package build-depends on both ocaml-nox and
dh_ocaml and both packages attempt to install /usr/bin/dh_ocaml

I fixed the problem by removing build dependency on package dh_ocaml.
However I think there are more FTBFS hanging around for the same reason.
Perhaps the packages ocaml-nox or dh_ocaml should be changed to conflict
with each other?

Also I was actually unable to find the package dh_ocaml as an ubuntu
package
