There's no point retrying it right now since linux-libc-dev is currently
broken, but after that clears (hopefully sometime today) anyone with
privileges to upload directly to the Ubuntu archive also has privileges
to retry a build.

That said, it isn't obvious to me how this is a build daemon problem.
Have you attempted to reproduce it in a karmic chroot?
