I tried to reproduce this on an Ubuntu 8.10 with dansguardian and squid,
but couldn't. I was trying it with firefox and seamonkey, the site
loaded every time, without the described problems.

Could you attach your config files to this bugreport please? Did you use
any content scanner (like clamav) for scanning the files?
