[Bug 475920] Re: not shutting down but rebooting

I talked to the reporter on freenode #xubuntu about this issue. When
shutdown is selected, the monitor blanks, but the system continues
running. This happens no matter what the settings are in Applications ->
Settings -> Xfce Power Manager. This is also new behavior in Xubuntu
9.10. Quit -> Shutdown worked as expected in Xubuntu 9.04.

When Quit -> Restart is selected, the monitor does not blank, and the
system restarts as expected.
