[Bug 476348] [NEW] merge-package fails for native packages

Public bug reported:

Binary package hint: bzr-builddeb

$ bzr co lp:ubuntu/bsdmainutils
$ cd bsdmainutils/
$ bzr merge-package lp:debian/squeeze/bsdmainutils
bzr: ERROR: No such tag: upstream-6.1.11
$

So, merge-package can't handle native packages - it shouldn't be looking
for an upstream-foo tag, the package is demonstrably native based on the
version numbers (and therefore the existing tags) and should DTRT.
