[Bug 476986] [NEW] No tooltip for shortened filenames or foldernames

Binary package hint: dolphin

When you have a small window and filenames are shortened to like
"filename..." there is no tooltip available that shows the full file- or
folder name on mouseover. This is a usability issue.
