To set up fail2ban for any server other than ssh, you need to create the jail file per its instructions and enable the, for example, vsftp section.  I have been doing this since 8.04 without problems.  The setup for the jail is the same in 9.10 as in 9.04.  I created a new jail file and configured it the same way I had it set in 9.04.
