This issue has already been reported several times. The short answer:
Both GTK2+ and QT already implement a Save To PDF option that appears
in the Print dialog of user applications. As such, the goal of
determining the filename and output path to save a PDF file is already
implemented in that Print dialog.
Meanwhile, CUPS-PDF is simply a dummy printer driver for CUPS and it
is better suited to large corporate environments that need to
massively produce PDF documents over a networked environment. The
output folder is determined in the global cups-pdf.conf file for all
users. The default setting is to output to ${HOME}/PDF/, but this can
be easily changed. Please note that on Ubuntu, AppArmor settings might
also have to be changed.
