Same here on a laptop. Fresh install to an empty drive.  EXT4 partition.

Temporary fix:
Changed the line (174) in /usr/lib/grub/grub-mkconfig_lib to echo "",
ran update-grub an grub-install /dev/sda

worked until the next update of grub2 which reverted my changes :-/
