[Bug 453645] Re: Placement of .el files and .elc files differ

I believe this is by design.  The .el files are shared between different
emacsen, but they use (potentially) different .elc file formats, so each
.el file is compiled for each installed emacs version into /usr/share
/(emacs-version)/site-lisp/.
