Hi

org.eclipse.emf is not installed by default; try adding
http://download.eclipse.org/releases/galileo to your update sites and
try again.

Also please notice that others have reported that problems with
installing plug-ins without having eclipse-pde/eclipse-jdt installed.
Furthermore there is also a specific bug on installing Android (see
#474888 [1]).

Please let me know how it goes.
