I had the same error. I did an upgrade today and grub asked me what I wanted to do with my grub config. I diffed the files and got this:
- GRUB_TIMEOUT=10
+ GRUB_TIMEOUT="10"

I cancelled the diff but it asked me what to do again a few seconds
later.

I proceeded and got the apport report.

I successfully ran sudo dpkg --configure -a (0 return code).
