[Bug 484487] [NEW] Cannot expand top of window to top system bar

Binary package hint: xfce4

If you have an expandable window (gvim, xfce4-terminal etc.) near the
top of the screen such that there are some 10's of pixels between the
bottom of the system bar and the top of the window, you cannot grab the
top of the window and stretch it to meet the system bar. There is always
a gap. You have to move the window to the top of the screen and then
stretch it downwards to the bottom of the screen if you want a full-
height window.
