[Bug 489718] [NEW] Eclipse java package missing xml editor

Public bug reported:

Binary package hint: eclipse

The Java development package shipping with Ubuntu is missing the XML
editor/designer.  This makes it impossible to follow along with the
persistence tutorials.

When attempting to find plugins via Help->Software Updates->Find and
Install

the version shipping with Ubuntu is unable to reach any site.

Network connection problems encountered during search.
  Unable to access "http://download.eclipse.org/releases/galileo".
    Error accessing site stream. [Server returned HTTP response code: 503 for URL: http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd]
    Server returned HTTP response code: 503 for URL: http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd

I can reach this site just fine in Opera.

This is most annoying.
