[Bug 490333] [NEW] syslog target plugin is missing

Public bug reported:

Binary package hint: ulogd

The syslog target plugin seems to be built but not installed. The syslog
target is usefull if you want to move ulog-generated messages offsite,
eg. with rsyslog -- would be great if this could be included.
