I tried to reproduce on my machine by letting Sysinfo read a file with
your /proc/cpuinfo data in another file, but it reported 8 cpus.

Could you install the version of sysinfo attached and try on your
machine ?

install with 
   sudo dpkg -i sysinfo*deb

if you launch sysinfo in a terminal, when clicking on CPU, it'll output
all lines of the cpuinfo file it reads and the number of cpu's
calculated (1 for each line starting with processor). I suspect it may
not be reading the complete file for some reason on your machine
